LCBO workbook process walkthrough

This walkthrough describes the current repository-owned LCBO DTC workbook paths without claiming final workbook approval or authority submission.

• For in-scope Ontario rows, the production engine derives source-traced calculation results and reporting-period/workbook vocabulary from the active source pack.
• The reviewed September 2026 public LCBO list names 21 authorized producers: 3 from Alberta, 1 from British Columbia, 1 from Newfoundland and Labrador, and 16 from Nova Scotia.
• Compliance Desk stores orders, immutable calculation snapshots, filing pins, uploaded evidence metadata, generated-file metadata, and filing-period records where an account and entitlement allow access.
• Workbook status
• The engine can build LCBO workbook write-plan facts for rows that meet the current template vocabulary. The unchanged authority workbooks expose 14 producer names, so the seven newer public-list names remain unavailable for generated output unless LCBO accepts a corrected vocabulary or input procedure. Production authority-ready generation remains fail-closed while source permission, submission-channel and mailbox conflicts, adjustment handling, and final workbook-use questions remain unresolved.

• Users remain responsible for verifying the source snapshot, reviewing every figure and workbook field, reconciling adjustments, submitting through official LCBO channels, paying any amount owed, correcting errors, and communicating with the authority.
